Description

As a hands-on manager, will lead Contracts professionals and manage the function for a business area to ensure implementation of FAR 15 contracting.

 

Responsibilities

1. Maintain an in-depth knowledge and working understanding of the US Government Acquisition and Procurement environment, American Eurocopter and Contracts function policies and procedures, commercial contracting methods, export compliance, FAR/DFAR and other government regulations.

2. Provide analysis of solicitiation requests, assure that bid/proposals are prepared/presented in a manner so as to afford the Company the greatest opportunity to obtain contract award while minimizing associated liabilities and risk, and support independent proposal reviews; provide pricing/proposal guidance through schedule determination, review of terms and conditions to meet company objectives, Basis of Estimate (BOE) preparation to ensure development of proposals that meet either FAR Part 12 or FAR Part 15 (TINA Compliant Proposals) requirements . 3. Establish and manage negotiation strategies and financial requirements; perform business risk assessment and recommend mitigation plans, conduct negotiations requiring a high degree of negotiation expertise, execute proposals and contracts to the threshold delegated.

4. Draft and negotiate complex teaming arrangements or other types of contracting arrangements.

5. Provide contract summaries and provide management with complete, current and accurate data by reporting progress on contract activity, together with recommendations for management action/decision.

6. Foster and maintain sound and reliable relationships with counterparts in customer organizations.

7. Demonstrate specialized knowledge in an area(s) of contracting such as, but not limited to: change management, proposal development, international contracting, strategic alliances, intellectual property, FMS sales.

8. Regularly contribute to the development of new concepts, techniques, and standards, provide market intelligence and development of market strategies for the business organization and the Contracts function; provide input for the overall objectives and goals for the organization.

9. Develop solutions to complex contracting issues, which require the regular use of ingenuity and innovation and by ensuring consistency with organization objectives.

10. Undertake special assignments as required.

11. Assist in preparation/implementation of Government Contracts policies; establishment of internal audit policy and performance of self audits. Support compliance activities related to implementation of FAR 15 into daily operations. 12. Direct, train and assist government contract administrators under his supervision in the performance of duties. Final review responsibility for all documents prepared by government contract administrators. Delegates work assignments as necessary for government contract activities.

13. Maintains Federal customer contract files to include all correspondence, documentation, RFP, and all ISO required documents.

14. Supports the Sr. Director, Government Contracts as required. Ability to represent the Sr. Director as needed.

15. This position description is not intended to be all-inclusive and employee will also perform other tasks as assigned.

 

Experience

Minimum of twelve years experience in government contracts management with major federal contract program(s). Significant working experience in both aviation industry and government contract management. Excellent written and verbal Communications skills, ability to read and interpret FAR/DFAR, RFP and technical data and provide financial review of proposals. Essential Functions Requires the ability to speak and hear clearly during telephone conversations with internal and external customers. Able to compose written documentation and to read and interpret various types of technical drawings, data, specifications and government regulations. Ability to use computer. Able to travel away from the facility when position requires.

 

Education

Bachelors degree or higher required. NCMA Professional or Federal Contracts Management (CPCM or CFCM) certification and/or other professional certification in Government Contract Management preferred.
