By way of introduction, I am a Principal with The PeterSan Group (www.petersan.com),
a leading legal search firm based in New York. We are conducting a search for a
client, a Fortune 75 company, that is seeking a Chief Government Contracts
Manager for a $5 billion global business unit.
The Chief Government Contracts Manager reports to the Vice President and
General Counsel with a matrix reporting relationship to the Chief Financial
Officer. This position is responsible for contract formation, contract
negotiations and contract administration of complex U.S. Government Federal
Procurement, international and/or commercial contracts. Additional
responsibilities include:

Responsible
for requirements of the American Recovery and Reinvestment Act – Reporting
Requirements as required by Subpart 4.15 and clause 52.204-11.

Have an
understanding of an Earned Value Reporting Requirements.
-
Responsible
for negotiating complex terms and conditions, performing risk
analysis/mitigation, developing alternate language and providing
recommendations for negotiating acceptable terms.

Drafts,
negotiates, and approves of PIAs, MOAs, and MOUs.

Understands
the hierarchy of contractual issues
-
Probes for
unstated needs and expectations.
-
Maintains
in-depth familiarity with the details of each assigned contract (i.e.
special/general provisions, prices, delivery, profit or fee, change status,
restrictive clauses, etc.).

Works closely
with Program Management, Finance, Subcontracts, and International Trade
compliance (Export Control) to insure a cohesive team.

Contracts Related degree or JD (Law Degree) strongly preferred
